Is there any way of telling a stock is halted through the feed?

Their is not a message received from the exchange(s) that notifies a "Trading Halt"

So how does anybody know trading is halted? (It comes though in IB's feed and also on Polygon).

Best Alternate suggestion would be to utilize www.CNBC.COM or the cable channel CNBC both have been up to the second on news regarding the circuit breakers and trading halts for the markets.
